The Leadership Services Division of the YWCA of the U.S.A. is responsible for the discovery and development of professional and volunteer leadership. Staff meetings concern the needs of the local association leadership, development of program emphases, department budget and how best to meet the needs of professional and volunteer leaders.

The College and University Division of the YWCA of the U.S.A. LIfe and Work Committee (1965-1966) and Committee on Member associations (1958-1964) are responsible for the affiliation and disaffiliation of member associations, collecting and reviewing annual reports of member associations and ensuring member associations comply with affiliation standards. Minutes include discussion of affiliation policy, review of affiliation and disaffiliation requests and discussion of membership policy.

The Membership Resources Committee of the YWCA of the U.S.A. collaborates with other divisions to provide and develop resources necessary to develop the members of the YWCA of the U.S.A. according to the mission of the organization. The work of the committee is accomplished through Data and Statistics, Leadership Services, Personnel Services and Publications Services units.

The Methods Council of the YWCA of the U.S.A. is concerned with the method of accomplishing program goals and emphases. This includes discussion and planning of conference discussion groups and practices at the National Training School. The national Music Subcommittee of the Program Subject Department of the YWCA of the U.S.A. evaluates and assesses the use of music in local associations, conventions and national programs.
