The Florence Simms Memorial Scholarship Fund Committee of the YWCA of the U.S.A. is responsible for the maintenance and administration of the scholarship fund. Meetings include discussions of policy, updates on the management of the fund and updates on the balance of the fund.

The Scholarship and Loan Committee, a subcommittee of the Bureau of Personnel and Training of the YWCA of the U.S.A., is responsible for the development of YWCA of the U.S.A. leadership through providing scholarships and loans to employees seeking graduate degrees. Their responsibilities include developing policy regarding the administration of loans and scholarships, awarding scholarships and gifts, maintaining funds and budgeting awards.
