Scope and Contents Due to government restrictions on conventions and other effects of World War II, the Seventeenth National Convention is cancelled in 1945. In lieu of having a convention, the National Board and committees compile the work that went into preparing for the convention into printed materials and a workbook for local associations to meet and discuss the topics provided and report back. The results are then analyzed and compiled into a report and the charter for the years 1945-1948 is developed....
